US airlines like to say that baggage fees mean that passengers only pay for what they use. If you do not carry luggage, do not pay.

While prices fell after airlines began charging separately for their baggage, the new prices offset any savings, according to a study by the US Government Accounts Office. (GAO) for its acronym in English.

The new rates also mean that passengers find it more difficult to calculate total cost, GAO said. The price of services such as seat selection can be clear on airlines’ websites, but it is less transparent when booking through travel agencies or travel websites.

The study’s conclusions are … varied. US Senator Edward Markey, a Massachusetts Democrat who requested the GAO report, cited it as proof that “airlines are squeezing captive passengers at small cost,” according to a statement.

For its part, the business group Airlines for America responded that the report highlights the greater number of options that travelers currently have at their disposal and “that intense competition in the sector is driving positive change for consumers.”
